In a small pot over medium heat put about 1 teaspoon of olive oil and the minced garlic.
Saute for about 2 minutes and then add the seasonings and tomato sauce. Simmer on low to medium low for about 8 minutes or so.
Brown ground beef in a pot or a large skillet. Add bell peppers, onions, cauliflower rice and a teaspoon of minced garlic. Cook until everything is cooked through.
Season meat mixture with a little salt and pepper, about 1/2 t salt and 1/4 t pepper.
Add enchilada sauce and cream cheese. Stir until cream cheese is melted and mixed in.
Add 3 cups of chicken broth and black beans. Heat through and serve hot.
