In a large skillet over medium heat, add about 1 to 2 tablespoons of oil. Add your onion and bell pepper.
After a few minutes, add your garlic.
Add your hamburger meat and start to brown.
Add your Rotel, taco seasoning,salt, pepper, and cooked cauli rice.
Start cooking and adding liquid as needed. I use water or broth.
When everything is cooked through, add your beans. Stir and taste.
Serve however desried. We served ours over a base of lettuce. And different toppings.
