In a large skillet over medium heat, brown the hamburger meat with the onion.
Add the minced garlic and continue cooking.
Add seasonings, carrots and celery to the skillet. Cook until carrots and celery start to soften, about 10 minutes.
Add Worcestershire sauce, beef broth and tomato paste. Stir together.
Stir in the peas and place mixture in a 9x13 dish.
Cook the cauliflower rice in the microwave until soft.
Add the contents of the bag into a food processer. Add the cream cheese and butter until mixed.
Add the salt, pepper, and heavy cream and pulse until well combined. Spread on top of the hamburger mixture. Sprinkle the top with cheese and the dried parsley. Bake at 350 for 15-20 minutes, or until hot.
Remove from the oven and allow to cool for a few minutes.
Serve with a side if desired.
