Add a tablespoon of olive oil, or other fat, to a large pot. Add chopped onion and cook for a few minutes.
Add bell pepper and garlic. Cook for another few minutes.
Add meat to the pot and cook through.
Cook through.
Add tomato products and broth.
Allow to simmer for 15 minutes or so. You could easily put this in a crockpot on low for a couple hours. Add pasta and cook until the pasta is almost finished. Take it off the heat.
Ladle soup into a bowl. In the center spoon on top the ricotta cheese, sprinkle on some parmesan cheese, and add basil if desired.
